Does HELB give loans to Diploma and certificate students?

I have a brother who never did well in past KCSE, I used 1500 to apply for him these Dip/Cert courses on Kuccps portal. But, does Kuccps allocates helb for these courses?

Let him apply when he gets admission, HELB have a duration for application for the TVET government colleges which is different from university student university help application is done August when the portal opens,check it out always.

Yes I know that also diploma courses are given the loan as long as you applied with Kuccps. You can try out and see if it goes through but I think so.
